I am unable to get ethanol conveniently in my nation so I will use IPA (I can use pure methanol but IPA is significantly less harmful and will not discolor my herbs).I'd personally imagine both, but dried would soak up the liquid, Consequently having the alkaloids permeate the herbs, and also I might consider it could evap faster if dried.Topically
